Based on Install .NET Framework on Windows Server 2022, you could download Microsoft .NET Framework 3.5 Service pack 1 (Full Package) and install it offline.

What I'm missing in these instructions is where to place dotnetfx35.exe before executing the DISM command.
You just need to modify the /Source:d:\sources\sxs to where you place your dotnetfx35.exe file, and where you put it does not affect the installation.
