I want to create a AVD but I always get error when adding a user

I always get this error, when I try to add a user to the according applications group:

    The error message implies: "The subscription is disabled and therefore marked as read-only. You cannot perform write actions on this subscription until it is reactivated."
    Please check if your Azure Subscription is in disabled state. You can do that by going to Azure Portal -> navigating to the Subscriptions page and checking the status.

    Your Azure subscription can get disabled because your credit has expired, you reached your spending limit, have an overdue bill, hit your credit card limit, or because the subscription was canceled by the Account Administrator.     What should you do if you find that your account has been disabled for a violation of the Terms of Service?

    1. Check your email - For many violations of Terms of Service, you should receive an email sent to the address associated with your Azure subscription that provides additional information so that you can correct the violation. Check your email to see what action needs to be taken.
    2. Review the Terms of Service - Make sure that you review the Terms of Service so that you are aware of anything that may constitute a violation and take corrective action: Microsoft Azure Legal Information / Microsoft Azure Offer Details / Azure Terms of Service (you'll need to scroll down a bit)
    3. Create a support request - Violations are reviewed by our security team but if you feel that your case needs to be revisited, create a support ticket. You can do this either online or through the portal by searching for Help + support and clicking on Create a support request (Issue type: Subscription management / Problem type: Re-enable my subscription).

    If none of the suggestions above help, please note that creating a support ticket is the only way to re-enable a subscription. While the messaging may seem standardized, real people are going through and analyzing the suspension cause.
