Mandatory Labeling Requirement is configured, but users are not being required to label emails

Question

We have configured mandatory labels in our label policy for both email and documents, but users are able to send emails without a label. I.e., Mandatory labeling is not working for emails.

We have configured mandatory labels, but they are not working correctly for Outlook/emails. The issue is with outlook. Note: We are using Outlook on-prem, but are using the M365 compliance center to configure the labels and label policy.

We tried checking the label policy settings in PowerShell, we see:

We have also tried to Reset Office built-in labeling by following these steps from the sensitivity labeling troubleshooting documentation, but this did not work either.

1. Exit Outlook and all other Office apps.
2. Navigate to the %localappdata%\Microsoft\Office\CLP directory. In this directory, the <domain.com>.policy.xml file contains the information about the sensitivity labels that are assigned to the user profile.
3. Rename the CLP folder. For example, rename it as CLP_old.
4. Restart Outlook. Then, Outlook will connect or authenticate to the Microsoft Information Protection services and download the labels or policies.

Please clarify what specific version of Outlook you are using. It's important to note the minimum Office application version required for sensitivity label capabilities.
