Excel Web app occasionally shows no Home or tools menus.

Occasionally, this Excel web sheet opens up like this with no tool bars. If I click the Edit button on the far right, it takes me to a Microsoft 365 mobile app download page. The ellipse next to that just has a Help link that doesn't solve this problem. This is a file someone else owns that I have edit permissions to. About 75% of the time, the file opens fine, and I can edit it with no problem. Resharing the file did not fix this. I can open this file on the desktop excel and it works every time, but I would prefer to use this on the web Excel. Thank you for the help!
