When I tried to open a newly created workspace hrml-001 from the Machine Learning Studio, it failed with the following error:
Error loading workspace
Service temporarily unavailable. Please try again later

I also found there was another workspace hrml01, which had already been deleted from the Azure Portal but still existing in the Machine Learning Studio. The issue happened since I deleted the hrml01. Not sure if it was the cause of the problem.
@Ray Chan I don't think the deleted workspace will cause an issue loading a new workspace. Is this a scenario where you cannot load your workspace as soon as it is created or is it still being created? If the problem persists you can report the same using Azure ML studio using the smiley icon on the top right hand side.
Also, does the creation of the workspace use any existing dependent sources of the previous workspace?
Hi Romungi, the workspace could not be loaded as soon as it was created. I don't think the new workspace depend on source of the previous one as I already created a new workgroup. Both the new workgroup and the new workspace shown successfully created in the AZURE portal but somehow could not loaded from the Machine Learning Studio. Please advise.

I'm having the exact same issue. The workspace was created successfully but would not load.
@Ray Chan If you are using the same directory and subscription as the workspace that was created from Azure portal, you should be able to load the workspace.
If it fails to load then I would advise to use a different browser to check if it works. If it still fails then you will have to report the same through ML portal or Azure support case since the creation of workspace probably did not complete successfully.

@Ray Chan Thanks for confirming. It looks like an issue with some backend jobs failing to load some workspaces. Please continue to use the URL I provided for now, the studio URL ml.azure.com should work after the service team recovers the failing jobs.

Athough I could load the workspace from the URL you mentioned but I could not connect data no matter what name I entered for the dataset it said it was invalid. Anyway I will not continue use this environment as it is a test environment. Thanks for your support. I had reported the orginal problem to the Azure support case.
