    Hi @Peter Vincent ,

    Welcome to our forum!

According to your description, i notice that you have turned on New Outlook and lost the below Picture option/tab in Legacy Outlook, right?

If so, based on my test in New Outlook, i found the same result as yours, i'm afraid that the feature is not available in New Outlook as present. It's suggested to turn off New Outlook to switch to Legacy Outlook to use this feature.

Please kindly understand that many functions of our current products are designed and upgraded according to customer feedback. At present, what I can do for you is to submit feedback for your request, I have post here and you could vote for it. You can also make suggestions on that website and hope Microsoft will notice this in the future. Thank you for your understanding and support.
