I understand that the partner is trying to create support request to confirm if their credits are deducted on an invoice. To do so, you need to create Azure billing support request.
Go to this link - https://azure.microsoft.com/en-us/support/create-ticket/ click on create incident and follow the steps from the screenshot below.
