Azure OpenAI instance creation stuck in "Creating" status

Hello,

I am trying to create an Azure OpenAI instance and it seems stuck in "Creating" status for over 1h 30m.

I am experimenting with the service and I have deleted/created a number of instances but it's never taken so long.

The only difference with the instance I am currently trying to create is that I am allowing access from a specific list of IPs, while the previous ones were allowed access from all networks.

What might be the issue here?

    Update:

    Deployment succeeded after 2h40m. Any ideas what could be the reason it took so long?

    I'm experiencing the same on 6/14/2023, deployment takes super long time and is stuck at "creating".
