Do you mean to prohibit users from creating teams?
Can you provide a detailed description of the problem?
To prevent users from creating teams, there is currently no way to disable team creation only for Teams users.
To specify the users to create teams, you can refer to Manage who can create Office 365 Groups. As a side note, the Azure AD Premium or Azure AD Basic EDU license is required for those who are able to create teams.
