Filter Incoming Massive Email Storm

This is a curiosity question; we have a fix for the base issue.

Is there a way to set a mail flow rule that has a threshold that says if after a certain number of emails to the same mailbox are received in say 2 seconds, to block any new emails to that mailbox for a certain amount of time, and then would allow emails to that address to route as they normally would?

We have a mass email alert we send out on occasion, and usually get a couple hundred OOF messages. The issue is that the email address being sent from (this was fixed by setting up a no-reply@ mailbox) creates a service request for any emails sent to it.
