If mailboxes in your hybrid environment are all migrated to the cloud, or if on-premises users route email through Exchange Online, you can use Microsoft Purview Message Encryption feature to send encrypted messages through Exchange Online mail flow rules.
One way to enable Microsoft Purview Message Encryption is to have Exchange Online and Exchange Online Protection administrators define mail flow rules. These rules determine under what conditions e-mail messages should be encrypted. After you set up an encryption action for a rule, any message that matches the rule's conditions is encrypted before it is sent.
