I have declined meeting requests however there are 3 that keep coming back into my Outlook calendar the next day even after deleting again and again, with the message "Exchange Server re-created a meeting that was missing from your calendar." I've tried editing and then deleting/declining; accepting and then deleting; using MFCMAPI; bringing back the deleted items and then deleting again; deleting the Outlook Data File (.ost); even tried removing on web M365 to no avail. So really hoping someone here can help!

That's probably the work of the Calendar Repair Assistant, as detailed for example here: https://techcommunity.microsoft.com/t5/exchange-team-blog/exchange-2010-calendar-repair-assistant/ba-p/596877

You can temporary disable CRA on your mailbox as a workaround:

    Set-Mailbox username -CalendarRepairDisabled $true
