do we have any REST API to perform operations on Active Directory like create user, deactivate user , delete user ?

Unfortunately there is no official API from Microsoft
Graph API can not be used for Entra ID not for on-premise active directory: Manage Microsoft Entra ID for customers resources with Microsoft Graph

Microsoft Graph
Microsoft Graph is for accessing Azure AD right... can we use Microsoft Graph for accessing Active Directory. Can you please share examples of using Microsoft Graph accessing Active Directory ?
