This could be down to a number of factors.

    1. The desired size may genuinely not be available in the region. Not all regions have every VM SKU.
    2. You may not have quota for that VM SKU for the subscription you're operating in. see: https://learn.microsoft.com/en-us/azure/quotas/quickstart-increase-quota-portal
    3. There could be a capacity issue in the region and your are not currently able to leverage that VM SKU

I'd suggest trying some other VM SKU's and seeing if it succeeds, this could narrow down the particular problem.

    Hello Birendra Singh

Welcome to Microsoft Q&A Platform, thanks for posting your query here.
Just checking in to see if you got a chance to see previous response from AirGordon on the possible reason the resize vm option is not working at your end.

I am adding bit more details assisting you on the issue.

From which existing VM size to what VM Size are you trying to change?

Please check this link to see available VM Sizes in India region.
    https://azure.microsoft.com/en-us/explore/global-infrastructure/products-by-region/?products=virtual-machines&regions=central-india,south-india,west-india

Based on this list you can select VM size and try for resize, provided that you have enough quota (as mentioned in the previous response).

    Hope this helps.
