It is by current design.
Windows 10 SDK (10.0.20348.0) is currently optional in Desktop development with C++ and Game development with C++ workloads, not UWP.
If you have any suggestion about the feature, you can directly report it to product team by selecting “Help” menu > Send Feedback.
