outlook will not open

Please share more error details, your Outlook version, using IMAP/POP/Exchange etc.
kill the running task and open default mail app to check if any account is signed in. restart your device and clear cache, also, try clearing windows credentials related to your ms account. and last but not the least try checking web based outlook to confirm there is no access or account issue
