I want to add customised menu icon in office 365 account that has permissions of moving items to particular folders

i want to add customised option same as move option that can move items to particular folder as the existing move and delete option is disabled because i want user to prevent from deleting mails so when i set permission delete and move both are getting disabled i just want to disable delete option. i am working in office 365 account not in any desktop application.any help???

    I have done a test and that is indeed unfeasible, it seems that delete permission and move permission must be granted at the same time. Your understanding is highly appreciated.
