Filter keys only work intermittently

I have a user who has a specific need to use the 'filter keys' option. She has been using this feature without issues for years however this setting has become intermittent and frequently does not work.

The filterkeys settings will all be applied in settings and control panel however the keys do not play a sound when pressed and bounce keys/repeated keys are not detected most of the time. They will then randomly work and enable for a few seconds.

We have applied all windows updates (running 22H2), reinstalled the keyboard drivers. Disabled and re-enabled filter keys, but have still had no luck on getting this permanently working.

Does anyone have any ideas please?

    Please check if the registry data of the value HKEY_CURRENT_USER\Control Panel\Accessibility\Keyboard Response\Flags is modified when the Filter Keys option stops working. If it's modified, monitor the registry value using Process Monitor to find out which process causes the issue. You can also change to another keyboard and see if this helps.
