Is login.live.com down?

I'm trying to log into Microsoft for access to a game. I click the link and it pops up a window to enter information on login.live.com, but it is not working correctly. I enter my password, etc, and get no change when I hit the NEXT button. I try to click the link to use Windows Hello/security key and nothing on the page changed.

I'm confused. Any help would be appreciated.
