If you want to use OneNote in Teams. First you can select the + Label button at the top of the team or channel you want to use OneNote, then select OneNote from the list, and then you can create a new notebook and edit it.

If you want to use the OneNote APP independently. You can download the desktop app from OneNote's website or from the Microsoft Store. Once the download is complete, use your personal Microsoft account, or the account you use for work or study. Once you log in, you can start using OneNote.
