Is it possible to back up an Azure VM onto our own on-prem environment or replicate azure vm backup to onpremise for Disaster Recovery. We have much resource in our onpremise environment and we want to same azure cost

You are considering to restore Azure VMs n your On Premises Datacenter so you can utilize it

Yes it is possible using Azure Recovery Services

The Backup option is not directly supported

Nevertheless there are ways to bring the VM to the On Premises datacenter , for example

The ASR Solution is well tested and documented and you will always find support !

There is no straight forward approach to restore Azure VM to on-premise environment. However, there are workarounds/alternative solutions that you may leverage to accomplish your requirement.
