How to add SPO to my tenant?

I made an azure account with my email and registered an app and saved my secrets etc

I try this upload url for a tenant I made as an admin: (hid my tennant id)

but get:

Response body: {"error":{"code":"BadRequest","message":"Tenant does not have a SPO license.","innerError":

how do I add SPO?

I was told

Navigate to Billing > Purchase services. Look for SharePoint Online and purchase at least one license.

but can't find this

    You can follow the steps to purchase or try a free trial subscription. Please make a reference

    If you have purchased an O365 Business subscription, you may still need to be assign SPO (SharePoint Online) license for specific AAD user/ O365 user.

    Use your admin account to log into O365 admin center and select a user and assign SPO license.

    After clicking on "Edit", you can choose a SharePoint license to assign it to the user.
