RD Licensing Diagnoser needs to be run with domain credentials.
Regardless, are you experiencing an actual licensing-related issue when users connect to your RD Session Host server(s)? For example, when a regular user connects using Remote Desktop client (mstsc.exe), do they receive an error/warning message saying that there is a licensing issue and their session will be disconnected in 60 minutes (or similar text)?
