Developer Subscription: Unable to use phone number

At the step Set up a Microsoft 365 developer subscription on https://docs.microsoft.com/en-us/office/developer-program/microsoft-365-developer-program-get-started, after I filled in username, domain, and password, there was 1 more step that asked for my phone number. I inputted my phone number but no message was sent to my phone. I was stuck at this step.
