How to open multiple windows of Edge in a Kiosk user account?

We have a bit of a unique setup where the best solution would be to have a PC setup with an kiosk or Assigned access account, using this option in windows user control:

This PC will be connected to 2 monitors, and we want each monitor to have it's own Edge window with a different website on each. However, I have found that as of Edge v89 or so, it is impossible to create a new window while logged into a kiosk account.

I have also tried doing a multi-app kiosk with no success. In multi-app kiosk mode, it is possible to create multiple windows; however, you are not able to drag any windows onto the 2nd display. The only option on dragging a window to the side is to do split-screen mode with the Edge windows.

I've also tried making a batch file to launch multiple windows of Edge on sign-in, but on logging into the kiosk account, the batch file doesn't run.

I find it hard to believe that Microsoft didn't plan for a scenario where a kiosk would have 2 screens... Is there something I'm missing or doing wrong?

    Currently, multi-app kiosk is only supported on Windows 10. It's not supported on Windows 11.

    The use of multiple monitors isn't supported for multi-app kiosk mode.

    A kiosk device typically runs a single app, and users are prevented from accessing any features or functions on the device outside of the kiosk app. In Windows 10, version 1709, the AssignedAccess configuration service provider (CSP) was expanded to make it easy for administrators to create kiosks that run more than one app. The benefit of a kiosk that runs only one or more specified apps is to provide an easy-to-understand experience for individuals by putting in front of them only the things they need to use, and removing from their view the things they don't need to access.
