Atlassian Cloud | SAML-based Sign-on

Hi,
I have a question, the certificate used for single sign-on to Atlassian Cloud is going to be on July 15, 2023. I have already done steps 1 up to 4 but on step 5 I was stuck on setting up Atlassian Cloud, I can't proceed because it was grayed out. What is the reason, why it was grayed out?

Here are my role and access in Azure and Atlassian.

  • Azure role assignment: Owner
  • Atlassian role: Site Admin
