Oracle LMS integration with Mircrosoft Teams fails with message "Access Forbidden to use Vilt Provider features"

When trying to connect Oracle LMS to Teams, the job that runs before a meeting is created gives the warning "

Access Forbidden to use Vilt Provider features

"

As if a call would be made and denied from Microsoft.
Am I doing something wrong in terms of permissions?

For Microsoft Teams integration to work with Learning, you need to create a tenant, register an app, and configure access policies. Do this in Azure Active Directory using your Microsoft E5 account.

1. Setup up a tenant.
2. Register app or web API.
3. Expose scopes in web API registration.
4. Grant scoped permission to web API. While doing this, be sure to add these permissions:

• OnlineMeetings.ReadWrite.All
• User.Read.All
• OnlineMeetingArtifact.Read.All
