Exchange Plans with M365 Business Standard

So we have a user who has a M365 Business Standard account which, as we know, comes with what is in effect an Exchange Plan 1 mailbox as standard.

Their requirements are such that they now require an Exchange Plan 2 account (due to mailbox size) which we now have to pay for - at the standalone rate - in addition to her M365 business standard account.

My question is; can we reallocate their now unused Exchange plan 1 license from their M365 Business Standard account to another user in the organization as a standalone Exchange Plan 1 (Who doesn't have an M365 business standard license? It would be cost effective to be able to allocate this to a mailbox that we are looking to create.

You wouldnt be able to break that up since the 365 bus standard license is a bundle and includes the E1, sorry.
