There are different configurations that can produce this behavior, to not show the logon. The usual solution ius to press CTRL+ALT+DEL to bring the logon screen.
In regards to the problem itself, you can try the next:
- Start the VM in Safe Mode: In Hyper-V Manager select Settings, then go to Automatic Start Action and set a startup delay there. Now you'll have time to press F8 in order to start the selective boot on the VM.

- If using a SysPrep-ed image to build the VM, ensure that the /generalize step as been correctly done
