ISO: How to disable on-screen keyboard pop-up

I have a Lenovo ideapad Flex 5 running Windows 11. The OSK keeps popping up every time I reopen the laptop and every time I restart. If I close it on the lock screen, it reopens once I unlock it. I would like to have it NEVER auto pop-up and only open if I tell it to open. Is that possible?

The Touch Keyboard and Handwriting Panel Service is not listed in the services.msc. I have run two different shell scripts to reinstall it but neither worked. One of them did make it so that the OSK only opened ONE window instead of TWO but that was the only success I've had in this quest thus far.

I have done all the steps on every website I can find that tells how to disable the OSK but none of them have worked. (Ease of Access OSK; Settings>Devices>Typing>Show OSK when no keyboard is detected; and trying to disable in the services menu but as I said that option is not there. I've searched every option on the computer to edit settings but so far I have been unsuccessful.

I also tried to update the keyboard drivers at Lenovo but it kept giving errors. I have not researched the errors yet but that will be my next step.

Does anyone know how I might a. actually reinstall the option in the service menu or b. turn off the pop-up another way?
