WS_OPEN_ERROR_UNDERLYING_IO_ERROR error when testing speech to text sample code

I'm using speech to text guide and receive following error:

CANCELED: Reason=Error
CANCELED: ErrorCode=ConnectionFailure
CANCELED: ErrorDetails=Connection failed (no connection to the remote host). Internal error: 11. Error details: Failed with error: WS_OPEN_ERROR_UNDERLYING_IO_ERROR
wss://eastus.stt.speech.microsoft.com/speech/recognition/interactive/cognitiveservices/v1?language=en-US

CANCELED: Did you set the speech resource key and region values?

I tested my key and region in power shell through this troubleshoot guide and it works okay.

How can I make speech to text guide work for me?
I'm using Visual Studio 2022, C#, Windows 11

You can try to check your network and firewall settings to ensure that they are not blocking the connection to the Speech to Text service.

Does accepting answer or voting "yes" mean solving problem? For me problem still remains and I can't use Speech To Text feature from Microsoft
