when I create a CognitiveServices from a template, it throws this error, "cognitive-service-wf7qrbq6uvon6" has already been deleted.

Another thing to note is that if you have previously deleted a resource, you will be unable to create another with the same name for 48 hours. To create a resource with the same name, you must first purge the deleted resource.
Is there a way to disable the soft-delete option when the service is created using ARM or bicep templates?
The resource with that ID was soft-deleted, and if you no longer need the soft-deleted resource and want to remove it permanently you should purge it.
