Please try the following steps to solve your problem:

1, Please make sure you are connected to the network and that your network is in good condition, then reinstall. Sometimes this problem is caused by the network not being connected.

2,If the above method does not work, please try to use PowerShell command Install-WindowsFeature to install required features.

Hi Ali, I'm Paul Malone working with Josh. We're just trying to get past this preparation step that sets up windows features. Please try to execute the Install-WindowsFeature above. It fails for us on the web service acct.

And I think it boils down to the log below. I'm logged in as user "PMALOP01".

Looking into this I believe the problem may be a need for .Net 3.5 on the server. Please do this:

Open features and settings:-> Web Server (IIs) ->Application Development

  Select ".NET Extensibility 3.5"  and install

I believe this will fix our problem.
