What are the minimal permissions, for users to be able to manage content type (access the site content type gallery) in sharepoint online?
As admin I created custom content types (document sets) for a certain site. Now I want to give some users permissions to allow the management of these content types (update default documents in the document sets), but I don't want to make these users site owners.
I created a custom permission level, which consists of the permission "Manage Web Site" and all corresponding permissions that get automatically selected (see attached screenshots) and I thought it could be sufficient for CT management, but its not. Of course I created a corresponding group, with this created permission level, added required users into the group and granted the group site permissions of the required level.


The users don't see the Site content types link in Site settings and the URL adress: <<tenant>>/sites/<<siteColName>>/_layouts/15/SiteAdmin.aspx#/contentTypes returns Access denied (orange white traffic cone).
Does anyone have any idea, what the minimal permissions are, for users to be able to manage content type (access the site content type gallery) in sharepoint online?
