MO-64 Thanks for posting your question in Microsoft Q&A. Based on my understanding, you are talking about availability zones in API Management not multi-region deployments.
When you enable zone redundancy, the gateway and control plane instances are replicated across the data centers in different zones (physically separated) and if a zone goes down, APIM will continue to handle requests from other zones as long as it is not a regional outage where all zones are affected.
With that said, the endpoint is same for all the zones in a region, and unfortunately, there is no monitoring available to notify if a zone is down.
