Cannot deploy flask app to app service

I have deployed the flask app to azure app service, and the deployment process looks good,
but when I tried to call the flask service hosted in azure app service, it shows service not available. I checked the application log, it complains when importing flask, the internal uuid package has syntax error, I have downgrade and upgrade the flask, and changed the runtime stack, but the error still same. Can you please help?

Does the app run locally? Do you have all of the required packages and dependencies for your Flask app installed? Do not forget about your requirements.txt file. Do you have the correct startup file? The startup file should be specified in the web.config file. Also, check to see if you have the correct Python version listed in the web.config file. It should match the version used to develop the Flask app. Lastly, try redeploying the Flask app to Azure to see if there was maybe an issue with all of the files being transferred during deployment, which does not always show in the deployment logs.
