SharePoint Server 2019 Document library - Allow document uploading for users but not folder creation.

What permission setting can I place for users on my SharePoint server 2019 communications site document library to allow new users rights to upload documents to the document library but not be able to create new folders?

My goal is to allow site owners full rights while all other users can only have basic access (Can access their own folders, the pdfs within, and upload their required documents)

According to my test, there is currently no way to satisfy both. Folders cannot be created, but files can be uploaded. Because even if I give the user custom basic permissions to the library, he can still enter the library settings--advanced settings to choose whether to enable this function.

For basic permissions only, you can try the following steps:

1. Create a new permission level that contains only basic permissions.

Click the gear in the upper right corner-->site permission-->permission levels-->add a new permission level, and then check the most basic permissions: add items, view items, open items, view pages, open. I named this permission custom.

2. Create a folder for users and let them upload their own documents to the folder. Then for each folder, assign unique permission to the folder through manage access. Grant the custom permission to user.
