Smart App Control blocks programs software required to open programs

SAC is blocking wsl, wimcy and WebClntmdll which are necessary for other programs like dockers, openvpn and also linux distributions on wsl to run.

I have windows updated, sfc scannow and dism scanhealth turn out good.
