How to install the ca-fr language pack from cmd line?

Question

I want to be able to install the French Canadian language pack from Configuration Manager while deploying a Windows image. This is on Windows 10 21H2, version 2009.

I downloaded the Windows 10 language packs.

I run:

dism /Online /Add-Package /PackagePath:".\Microsoft-Windows-Client-Language-Pack_x64_fr-ca.cab"

&

Add-AppxPackage -Path ".\LanguageExperiencePack.fr-CA.Neutral.appx"

While the register keys gets updated, the GUI Language option to switch from English to French is not available.
