dotnet restore nuget using Artifactory, generates 401 (Unauthorized)

We are using ADO on premise and we have a build server. On our build server using the /azure/devops/pipelines/tasks/build/dotnet-core-cli. While trying to retrieve packages from Oracle we get the following, Response status code does not indicate success: 401 (Unauthorized). xyz.com-dns.com:443/artifactory/api/nuget/tcb-nuget-virtual/FindPackagesById()?id='Microsoft.Extensions.Http'&semVerLevel=2.0.0'

our Artifactory team feels its not their issue, but I have no indicator as to what is having the issue.
