We have a list of users that we need to control Bluetooth connection devices to their laptops for security reasons...
If there is a way to whitelist a list of specific devices and reject the connection to any other device through GPO.

You can use Microsoft Endpoint Manager admin center (If you have valid License) or some third party endpoint Security tools to granaul control of Bluetooth devices.
