SSL Mode off Azure Postgres Flexible not allowing non SSL Communication

We updated our Postgres flexible server on Postgres 15, as it is dev environment we don't use SSL mode in this server, but after upgrade even setting require-ssl-mode server parameter to off is not allowing us to connect throwing the following error.

Can you share the connection string? and how are you connecting to the server? It can also be a firewall issue.
