SharePoint 2019 on prem Search Service Access Denied

I have been over many different idea's and changes when trying to fix this issue.

The actual crawler has not had a problem in getting the data from the site collections with in SharePoint.

But no matter what settings I put for what ever reason no user can actually use the search bar. Screenshot_4

There is no errors in the event viewer or the ULS logs.
Its just simply saying access denied when a search is conducted on any site collection.

Any ideas or advice would be appreciated. FYI this did work for over 2 years before breaking, but i have no idea why or what caused it to break.

Things tried:
Rebuilding the search service completely
Re crawled 8 times
Changed the registered account to a new one same out come
made sure everything was up to date
