Universal Printer Not Prompting for Connector after Login

Trying to set up universal print for the first time on our local print server which is windows server 2019 with .net 4.7 installed. We run e3 licenses for majority of users and I am logging in with global admin rights and universal print enabled under my e5 license. Within the universal print connector, I can log in with no issues, however as you can see from the screenshot below there is nothing for registering the connector. I'm at a loss of what is missing and why it's not working.
