Does Azure Database for PostgreSQL flexible server idle when it is in the burstable compute tier?

Is the following information accurate? Because we are experiencing prolonged database context initialization from time to time, I wonder if anyone else has encountered the same situation

"In the Burstable compute tier, the server can experience periods of inactivity, or "idle" periods."

As I understand, you want to know if Azure Database for PostgreSQL flexible server idle when it is in the burstable compute tier.

Currently,

High availability is not supported with burstable compute tier.

Also, PgBouncer is currently not supported with Burstable server compute tier.

Please be aware that enabling Query Store on the Burstable pricing tier can lead to a negative impact on performance. As a result, it is generally not recommended to use Query Store with this particular pricing tier.
