assign multiple app roles to a user

can I assign multiple app roles to a user. I've seen some solutions online but all of them are programmatically with graph. is it possible from the Azure ad portal.

Sure, that's doable also within the Azure AD blade/Entra portal. Navigate to the Enterprise apps node, select the app in question, then under Users and group hit the Add user/group button and assign the desired role. Rinse and repeat as needed.
