Skype for Business Web Plug-In installation fails on RDS

Trying to install the Skype for Business plugin. It fails with error 1640 (ERROR_INSTALL_REMOTE_DISALLOWED). This is on Windows 2012R2 RDS. I've researched it extensively and cannot find any solutions or workarounds. Hoping there is one, otherwise how do organizations with RDS farms allow their users to join external Skype for Business meetings (for training, etc.).?

    Does anyone else have the same issue in your organization?

    Based on my research, this issue is occurred because of you don’t have the permission to install Skype for Business plugin. In this case, we recommend you try to run “regedit” utility and open the following registry key:

    ‘HKEY_LOCAL_MACHINE\SOFTWARE\Polices\Microsoft\windows\Installer’ and ensure that value ‘EnableAdminTSRemote’ is set to 1.

    Never found solution, so concluded that SFB Web App simply cannot work on RDS. It's confusing that MS does not support one of their own important business apps (SFB Web App) on their own common business platform (RDS).
