WIN11 22H2 Taskbar Icons for Windows built-in apps are blank

I have a problem on my desktop 22H2 Win10 Pro system that I cannot resolve.  The problem is that when I “Pin to taskbar” a built-in Windows app such as Weather the resulting icon in the Taskbar works, but the Taskbar Weather icon is a solid dark square. 

I’ve tried all the “fixes” that I can find (sfc, DISM, deleting icon dbs, etc.) and none of them work.  I know if I logon to the PC as another user that Windows apps pinned to the Taskbar show the desired icon.  So this is a problem just with the specific profile, not Windows itself. 

I know I could delete and recreate the profile, but that would be a lot of work and I would like to understand what causes this problem and how to fix it.

Any suggestions?  Thank you.

    Clear icon cache and check the issue.

    Open Windows Explorer

    From the View tab, select Hidden items

    Then select Show selected items

    Go to C:\Users\User\AppData\Local\Microsoft\Windows\Explorer, where C:\ is the drive where you installed Windows 8 or 8.1 and User is the username of your account profile

    Select all files that begin with iconcache

    Right­-click on these files

    Click Delete.

    Empty the Recycle Bin
