    Hello Raz Aspir,

Thank you for posting in our Q&A forum.

    Please check the following points:

1.Whether the issue happened on only this one Windows 11?
2.If the same domain user changes his/her password on other Windows 11, is there the same error message?
3.On this problematic Windows 11, if you log in with one local user account, can this local user change her/his local password?
4.Will this error message also occur when you perform any other operation?

You can try the following actions one by one to see if it helps.

1.Close open programs to free up resources
    2.Restart your PC
3.install latest windows update and update all the Drivers

Hope the information above is helpful. If you have any question or concern, please feel free to let us know.

    Best Regards,
    Daisy Zhou
