If you have an unknown or unexpected charge, you need to follow these steps:
- Review the invoice that has charges for the resource
- Review your invoiced charges in Cost analysis
- Find people responsible for the resource and engage with them
- Analyze the audit logs
- Analyze user permissions to the resource's parent scope
- Create an Azure support request to help identify the charges

We also have a charges troubleshooter that you can use to determine if a charge is legitimate.
In the public forum I won't be able to access your account and see the details of your charges, so I would recommend opening a support case to get this resolved if you have already verified the other steps.
To contact Microsoft Billing Support:
- Go to http://support.office.com/home/chat
- Describe your issue (unknown charge) and click 'Get Help'. Then scroll down to select Contact support.
- Select your product (Microsoft 365 and Office) and category (manage my subscription) > click Confirm.
- Click ‘Chat with support agent’ > Confirm.
- Click Start Chat.
